I question the drop rates.

Hello.
I been hunting the Scout of the plains to drop a recipe of halfplate armor. Now I been farming this mob for about 4 hours now and with two charaters that was lvl 40 - 42 and the mob had green colour. even tho the recipe with a drop chance of 1/195 were never droped. It did drop a gauntlet which have a 1/2000+ drop chance. Why ? is it due the lvl differ ? but then I would not get this item.

you haven't played L2 much in the past, have you... it is always like that. once i came to Blazing Swamp and first mob i killed dropped full DC breastplate. But when i actually set my mind to farm something i need it takes ages to drop.
when i just started playing here, i went to farm briga helmet parts. not a single one dropped within 2 hours, but then suddenly they dropped me a full helmet.

dont you ever rely on l2 drop rate. you can drop 3 top b weapons in vos and still dont get a tallum gloves recipe. on the other hand, you can drop 3 recs in one hour time.
